SABA Decoder EI/16

Hello everybody:

First of all, I wish you a Great Happy New Year 2014 !!!

I am studying the schematic of the SABA Encoder E I/16 and I would like to know, Is it missing a connection between the pin 8 of the socket and the point II in the decoder?
